Toronto's Basement Flooding
Subsidy: How to Apply
in 2026

The City of Toronto expanded its Basement Flooding Protection Subsidy Program on May 1, 2026. Eligible homeowners can now receive up to $6,650 per property for approved flood-protection measures β€” including backwater valves, sump pumps, and more.

Basement flooding can cause significant damage to a Toronto home, especially during heavy rainfall when the municipal sewer system becomes overloaded. Fortunately, homeowners may be able to reduce the cost of installing flood-protection equipment through the Toronto basement flooding subsidy 2026 program.

Toronto Basement Flooding Protection Subsidy Program β€” Expanded May 1, 2026 The updated program increased individual subsidy limits, added a home plumbing assessment subsidy, expanded eligibility for backwater valves to two devices, and introduced funding for sump-pump battery backup systems. Eligible work completed on or after November 12, 2025 qualifies.

What Is the Toronto Basement Flooding Subsidy?

The City of Toronto's Basement Flooding Protection Subsidy Program is designed to help eligible homeowners reduce the risk of basement flooding by partially covering the cost of approved flood-protection measures. The program is available to registered owners of single-family homes, duplexes, triplexes and fourplexes located within the City of Toronto.

It is important to note that this is a City of Toronto program β€” not a general rebate available throughout the entire Greater Toronto Area. Homeowners in Mississauga, Brampton, Vaughan, or other municipalities should check with their own city for separate programs.

πŸ“… Key date: The expanded subsidy amounts apply to eligible work completed on or after November 12, 2025. Applications for the enhanced amounts became available beginning May 1, 2026. Applications are processed on a first-come, first-served basis subject to available annual funding.

How Much Can You Get in 2026?

The maximum combined subsidy is now $6,650 per property. The amount you receive depends on which eligible measures are installed and the actual invoiced cost. Here is a breakdown of each available subsidy:

πŸ” Home Plumbing Assessment
Up to $500

The City now offers a subsidy of up to 80% of the invoiced cost, to a maximum of $500, for a one-time professional home plumbing assessment by a licensed plumber. This can identify potential issues contributing to basement flooding. Homeowners are not required to implement the plumber's recommendations in order to receive the assessment subsidy β€” making this a useful first step if you are unsure which flood-protection measures your home actually needs.

πŸ”§ Backwater Valve
Up to $1,600 per device

The 2026 program provides up to 80% of the invoiced cost, to a maximum of $1,600 per backwater valve. The City now allows eligible homeowners to receive funding for up to two backwater valves β€” a significant improvement from the previous program, which generally covered only one device at a lower maximum amount. A backwater valve is designed to help prevent sewage from flowing backward through the home's sewer connection during certain flooding conditions.

Building permit and post-installation inspection required for backwater valve installations. Do not enclose or cover the valve before the inspection is completed.
πŸ’§ Sump Pump + Battery Backup
Up to $2,550

Homeowners can receive up to 80% of the invoiced cost, to a maximum of $2,250, for the installation or replacement of one eligible sump pump including an alarm. An additional subsidy of up to $300 is available for an eligible battery backup system β€” recognizing that power outages frequently occur during the same severe storms that trigger flooding. Homeowners considering a sump pump rebate in the GTA should first confirm their property falls within City of Toronto boundaries.

πŸ—οΈ Foundation Drain Severance & Capping
Up to $400

The City also offers up to 80% of the eligible invoiced cost, to a maximum of $400, for severing and capping the connection between foundation drains (also known as weeping tiles) and the City's sewer system. When combined with other eligible measures, this subsidy helps homeowners reduce upfront costs for a comprehensive approach to basement flood protection.

Who Is Eligible for the 2026 Subsidy?

Before paying for any work, homeowners should carefully review the City's eligibility requirements. Choosing the wrong contractor or skipping a required step can result in a denied application β€” even if the work itself was completed correctly.

  • Be the registered owner of an eligible residential property in the City of Toronto
  • Own a single-family home, duplex, triplex, or fourplex
  • Have eligible work completed by a contractor with a valid City of Toronto business licence
  • Meet the City's requirements regarding downspout disconnection or have an approved exemption
  • Ensure applicable front-yard paved areas comply with Toronto's Zoning By-law
  • Have no outstanding taxes or debts owed to the City when the application is processed
  • Provide required original electronic invoices and supporting documentation
  • Stay within the property's lifetime maximum subsidy limits for each measure
⚠️ Verify your contractor before work begins. If the contractor does not have a valid City of Toronto business licence at the time the work is performed, your application may be denied. The City recommends getting at least two quotes and checking references before hiring.

How to Apply for the Toronto Basement Flooding Subsidy

Applying for the program involves more than simply submitting a receipt after work is completed. Planning ahead prevents delays and unsuccessful applications.

1
Confirm Your Eligibility

Confirm that your property and proposed work qualify under the 2026 program. If you are unsure whether your property has previously received a subsidy, contact Toronto Water to check the property's subsidy history β€” the program has lifetime maximums for each type of eligible work.

2
Choose a Licensed Contractor

Before hiring a contractor, verify that they and any subcontractors have a valid City of Toronto business licence. This step is critical β€” the subsidy requires the appropriate licence to be active at the time the work is performed, not just at the time of application.

3
Obtain the Required Permit

If you are installing a backwater valve, you must obtain the appropriate building permit and request an inspection after installation. Do not enclose or cover the valve before the inspection has been completed. Toronto's building-permit guidance also identifies a Consent to Enter form associated with certain eligible installations.

4
Complete the Eligible Work

Your contractor should provide detailed documentation showing exactly what work was completed and how much each eligible component cost. For a sump pump installation with battery backup, the invoice must separately identify the costs of the sump pump and battery backup β€” a combined total is not sufficient.

5
Collect Your Documentation

Keep the original electronic invoices from the contractor and any subcontractors. Take photos of the sump pump and exterior discharge pipe for submission with sump pump applications.

6
Submit the Online Application

Once the work is complete and documentation is gathered, submit the application online through the City's Basement Flooding Protection Subsidy Program portal. For work completed on or after November 12, 2025, the expanded program allows applications within two years of installation. The City states it can take up to 10 weeks to receive the subsidy after an application is reviewed. Incomplete applications will not be processed.

Required Documentation Checklist

  • Contractor and subcontractor names and addresses
  • Property address on all invoices
  • Date the work was completed
  • Detailed breakdown of eligible work and individual costs
  • Total amount paid, clearly marked as paid in full
  • Photos of sump pump and exterior discharge pipe (for pump applications)
  • Building permit and inspection confirmation (for backwater valve)

Important: Don't Wait Until After a Flood

A subsidy can help pay for preventative measures, but it is not a replacement for emergency flood response. If your basement is already flooding, the priority is protecting people, avoiding electrical hazards, and arranging professional assistance as quickly as possible. Once the immediate emergency is addressed, you can investigate longer-term measures such as a backwater valve, sump pump, or other flood-protection improvements.

🚨 If you are dealing with an active basement flood right now β€” stop reading and call for professional emergency response immediately. Address the emergency first, then consider subsidy applications for longer-term protection afterward.

Backwater Valve vs. Sump Pump: Which One Do You Need?

There is no single solution that works for every Toronto property. The right choice depends on your property's plumbing configuration, drainage setup, and specific flooding risks.

DevicePrimary PurposeBest For2026 Subsidy
Backwater ValvePrevents sewage from flowing backward through drainsProperties at risk of sewer backup during heavy rainUp to $1,600 Γ— 2 devices
Sump PumpRemoves groundwater collected by the drainage systemProperties where groundwater accumulates around the foundationUp to $2,250
Battery BackupKeeps sump pump running during power outagesAll sump pump installations β€” storms often cause outagesUp to $300

The City itself recommends a combined approach β€” installing both a backwater valve and a properly sized sump pump β€” as part of a broader strategy to reduce basement flooding risk. Regular maintenance is also important: cleaning backwater valves periodically and testing battery backup systems before storm season. A professional plumbing assessment (which is now also subsidized up to $500) can help determine which improvements make sense for your specific property before you commit to any installation.

πŸ’‘ Homeowners should avoid choosing equipment solely based on the maximum subsidy amount. The goal is the right protection for your property β€” not the largest individual rebate. A licensed plumber's assessment is the most reliable way to determine what your home actually needs.

Protect Your Toronto Home Before the Next Storm

The 2026 expansion makes the Toronto basement flooding subsidy more valuable than ever for homeowners looking to improve flood protection. With up to $6,650 available per property, homeowners may be able to offset a significant portion of the cost of eligible flood-prevention measures.

The most important step is to plan before starting the work. Confirm your eligibility, verify your contractor's City licence, understand the permit requirements, keep detailed invoices and documentation, and submit your application within the required timeframe. And if your property is already experiencing water damage, address the emergency first β€” then consider longer-term flood-protection improvements.

Our dishwasher leaked. without us noticing. until the water broke through the ceiling in our basement bedroom. It caused damage to the ceiling, wall, and floor in that room and also the hardwood floor in our kitchen. I remembered dealing with them in the past, so on a Saturday morning, I made the call and within an hour of my call, I had the Project manager at my home. Half an hour after that he had a plumber in to disconnect the dishwasher and 1/2 an hour later he had a team in to dry up the water and spray disinfectant so mold would not grow. The manager dealt with our insurance company. Because of the extent of the damage, and the fact that that they had to remove all of the flooring in the upstairs and the basement, we were asked to move out of the house. They did all the packing, put our belongings in storage so they were not hindered by having to move furniture around. They took pictures of everything they moved, noting any existing damage. When we moved back in, even our books were back in the same order that they found them. They estimated repairs would take 5 weeks, but we were home in 4. They kept us informed of everything they did. Great job by the entire team.

Rating: ⭐⭐⭐⭐⭐ I cannot recommend Canada’s Restoration Services highly enough. We dealt with a stressful water leak this past winter that unfortunately led to mold in my son’s bedroom. From the moment they stepped in, they were complete professionals. Andres and John were my main contacts throughout the process and they were so helpful at coordinating everything. They truly made us feel like they cared about our problems and the safety of our family. They didn't just clean up the mess; they helped us navigate the entire process, including coordinating with contractors and ensuring every step was handled correctly. They were prompt, incredibly clean while working in our home, and always quick to respond to my questions. If you are looking for a team that is reliable and actually cares about the safety of your family, this is the company to call. They checked every single box for us!"

This is from 2023 This was my first time using Restoration Canada, and I must say, it was a very good choice. From the very first telephone call, I could tell that this would be a great relationship, and I was correct. Overall, all the workers were very respectful, clean and honest. There were days when I had to leave my house, and I was not afraid to leave the workmen in the house. Alex, so easy to talk to, and always ensuring that the project was going as planned John, his integrity is beyond reproach Mauricio, so humble and honest Pops and his son – again, very humble I work from home, and the workmen were never a bother to me. I have never worked with a team that was so neat and tidy, I did not have to do any cleaning after the job was done! THANK YOU all so very much, I am so happy with the job, and will not hesitate to recommend your services. You put the EXTRA in EXTRA-ordinary Andrea
